Qu'est-ce que l'attestation OFII ?
L'OFII est l'Office français de l'immigration et de l'intégration. À la fin du contrat d'intégration républicaine (CIR), l'OFII délivre une attestation. Ce document confirme que vous avez suivi des cours de français. Mais il ne mesure pas votre niveau selon le cadre européen commun de référence pour les langues (CECRL). C'est cette limite qui pose problème.
Pourquoi l'attestation OFII n'est-elle plus acceptée depuis 2026 ?
Les décrets n°2025-647 et n°2025-648, entrés en vigueur le 1ᵉʳ janvier 2026, ont fixé des niveaux précis de français pour chaque type de titre de séjour. Les préfectures ont désormais besoin d'une preuve de niveau certifiée — A2, B1 ou B2 selon votre situation.
L'attestation OFII ne donne pas cette information. Elle dit que vous avez suivi une formation, pas que vous avez atteint un niveau particulier. Elle n'est donc plus suffisante.
Les niveaux exigés depuis le 1ᵉʳ janvier 2026 :
- Carte de séjour pluriannuelle → niveau A2 minimum
- Carte de résident (10 ans) → niveau B1 minimum
- Naturalisation française → niveau B2 minimum

You have an OFII certificate and are wondering whether it will be accepted at the prefecture? Since 1 January 2026, this OFII certificate is no longer recognised as proof of French level. Here is why — and what you need to present instead.
What Is the OFII Certificate?
The OFII (Office français de l'immigration et de l'intégration) issues a certificate at the end of the republican integration contract (CIR). This document confirms that you attended French lessons. However, it does not measure your level according to the Common European Framework of Reference for Languages (CEFR). That is the core issue.
Why Is the OFII Certificate No Longer Accepted Since 2026?
Decrees n°2025-647 and n°2025-648, which came into force on 1 January 2026, set precise French language levels for each type of residence permit. Prefectures now require certified proof of level — A2, B1, or B2 depending on your situation.
The OFII certificate does not provide this information. It shows that you attended training, not that you reached a particular level. It is therefore no longer sufficient.
Required levels since 1 January 2026:
- Multi-year residence card → minimum A2 level
- Resident card (10 years) → minimum B1 level
- French naturalisation → minimum B2 level
